How to address a letter to someone you don't know

When writing a letter to an organization, what’s the best way to formally open the letter? Do Portuguese say “To whom it may concern”? It feels so strange to use “Exlmos Senhores”.

“Exmos(as). Senhores(as)” is a pretty standard form, I’m afraid “A quem de direito” would be our version of “To whom it may concern” and it’s also fine to use. Personally, I do tend to keep it simple and just open with “Saudações,…” (Greetings).
