Ele vê o que se passa - two meanings in English and Portuguese?

Just learnt this in the unit on irregular verbs and the translation is ‘He sees what is happening’. I just wondered if in Portuguese this would also have the non literal meaning as it does in English - He sees what is happening, as in he sees what is going on, more perception than just vision. If you see what I mean
So does ver have the meaning of to know, perceive, understand in the same way to see does in English?
